A: Yes and no. I have tested muh and it seems to work (oer-1.0-56 and oer+MySQL-1.0-34). Your bouncer needs to have no other re-attach/sign in command than the normal PASS that is sent to the IRC server. Just add your bouncer IP address & port as the server and specify your bouncer password as the last argument.
