A: If you have several IP addresses to which you can bind, with this setting you can specify which IP address or hostname oer/oer+MySQL will use as it's source address (the hostname that is visible in IRC). Usually you should leave this setting empty as you probably have only one allocated IP address. And before you ask: this has nothing to do with fake hostnames. Only real allocated IP addresses or hostnames should be used in this setting.
