A: Since oer version 1.0-60 or oer+MySQL version 1.0-38 a timer was added to adverts. This change was necessary to avoid a ircu triggered flood protection mechanism referred to as "target changing too fast". It is likely that some adverts won't be send, especially if you have more than one advert being sent to each person joining the channel. In the near future I will probably add a channel flag to disable the imposed timer.
